FEM 2025 Scoring

Version fem2025-v0.0.32·15 October 2026 PDFAll documents

How Higg FEM 2025 scores are calculated — levels, sections and the total — and, section by section, what every scored question applies to and how it earns credit.

Contents

How FEM scores are calculated

Higg FEM 2025 produces a total score out of 100, a score out of 100 for each of the seven scored sections, and three level scores inside every section. Every one of them is an average, never a running total. Adding a question to a level does not raise the points on offer; it adds one more term to that level’s average.

Sections and the total

The scored sections are EMS, Energy, Water, Wastewater, Air Emissions, Waste and Chemicals. Site Information & Permits and Verification are answered but carry no score. The total is the plain average of the section scores that apply to the facility, so each applicable section counts equally. Air Emissions is the only section that can drop out of the total entirely (see Rules that switch levels or sections off); when it does, the total is the average of the remaining six.

Levels

Each section is divided into three levels. Level 1 (tracking and foundational practices) is worth 25 points, Level 2 (baselines, targets and management practices) 50 points and Level 3 (performance and leadership) 25 points, so a section score is the sum of its three level scores out of 100.

Within a level every score is worth between 0 and 1: 1 for full credit, 0.5 where partial credit exists, 0 otherwise. The level’s points are its weight multiplied by the average of the scores that apply. Ten Level 1 scores with nine at full credit and one at zero give 0.9 × 25 = 22.5 points.

Which scores count

Only scores that apply enter an average. A score that does not apply is left out; it is not a zero. That is why Applies when is stated for every score below: a facility that never sees a question, or answers Not Applicable where the rules allow it, is neither rewarded nor penalised for that score. Where a Not Applicable answer instead earns full credit, the score’s text says so.

Scores that span several sources, streams or inventory items (energy sources, water sources, waste streams, chemical inventory data) are usually earned as: everything tracked = full credit, some of it = half credit, none = 0. The score’s text states the rule where it differs.

Level 1 comes first

Level 2 and Level 3 scores only count once the section’s Level 1 has been achieved: Yes (or Partial Yes where the question offers partial credit) to every applicable Level 1 question of that section. A facility that has not achieved Level 1 is asked whether it still wants to answer the Level 2 and Level 3 questions; the answers are recorded but earn no points, so the most a section can score without Level 1 is its 25 Level 1 points.

Rules that switch levels or sections off

  • Water. A facility that is not high water risk (watriskrating No and average daily water use below 35,000 litres) completes Water Level 1 only, and Level 1 then carries the whole 100 section points.
  • Wastewater. A facility whose only wastewater is domestic and goes to a septic system completes Wastewater Level 1 only, again worth the whole 100 points. A facility that releases domestic or industrial wastewater untreated cannot achieve Wastewater Level 1, so its Level 2 and Level 3 do not score.
  • Air Emissions. The section applies only when the facility reports at least one air emission source: from operations (boilers, generators, engines, ovens and the like), from production processes, or from refrigerant-containing equipment. With none, the section is excluded from the total.

A total score of zero

The whole assessment scores zero, in every section, when the facility has no valid operating licence (sipvalidoperatinglicense No), when any permit’s status is Not available, or when a permit is invalid because the facility no longer meets its requirement.

Scores by section

FEM 2025 has 235 scores: 102 in Level 1, 94 in Level 2 and 39 in Level 3. Each is listed in the section parts that follow, under its level and in questionnaire order, with the question or questions that feed it, when it applies and how it is earned. Question numbers are the FEM 2025 questionnaire numbers; answer values are shown in bold.
